Strategic Plan
Morinville Council developed the 2026–2030 Strategic Plan to guide Morinville’s priorities over the next four years.
This Strategic Plan sets the focus for Council’s work over this term, highlighting the areas where we will direct our time, attention and resources.
It's guided by the Municipal Development Plan, long-term plans and Council policies, while maintaining our commitment to all areas of the community. At its core, the plan is about strengthening connections to our community, to our place, and to one another.
The priorities identified here concentrate our efforts on the areas with the greatest potential to build a connected, vibrant, and resilient Morinville.

What Is A Strategic Plan?
A strategic plan is a guiding document that sets the Council’s key priorities and focus areas for a set term. It helps determine where time, attention, and resources will be directed, and ensures decisions are aligned with long-term plans, policies, and commitments to the community.
Why Is It Important?
The Strategic Plan provides clear direction and accountability, helping Council stay focused on key priorities while remaining responsive to community needs and aligned with Morinville’s long-term vision for a connected, vibrant, and resilient community.
Council is committed to a disciplined, principle-based approach to decision-making that supports thoughtful governance and long-term community success. These principles guide how opportunities are considered, how risks are understood, and how priorities are set throughout the implementation of this plan.
Decisions are shaped by the following decision-making principles:
Municipal Mandate: Ensures actions align with the Morinville’s legislated responsibilities and its role in serving the public interest.
Purposeful Governance: Sets strategic direction to advance meaningful community outcomes aligned with Council priorities, existing policies, and long-term plans.
Community Impact: Considers the broader implications of decisions on the community, including financial, social, and economic impacts.
Balanced Risk: Evaluates both the opportunities and potential risks associated with strategic actions.
Practical Readiness: Advances opportunities that are operationally feasible, fiscally sustainable, and realistic within the organization’s capacity.
How Will It Be Used?
The Strategic Plan helps guide how Morinville’s priorities are put into action through planning, decision-making, and the delivery of programs and services. It provides a shared direction that keeps work across the organization connected to Council’s goals.
This plan sets a clear direction for the next four years, grounded in what matters most to our community. It’s about connection — building a Morinville where people feel supported, included, and proud to call home, and focusing our work where it will make the greatest impact.
